Tapera Mugoriya is a distinguished public administrator and policy expert with over twenty years of service within the Republic of Zimbabwe. Currently serving as the Director for Provincial Coordination in Matabeleland North, he oversees the intricate alignment of public policy, governance, and regional development within one of the country’s most strategically significant provinces.
A seasoned fellow of the Global Governments Leaders Program (Dubai, UAE) and the Academy for International Business Officials (Beijing, China), Tapera brings a global perspective to local governance. His expertise spans the full lifecycle of public policy, from formulation and implementation to rigorous monitoring and evaluation. He is a specialist in Disaster Risk Reduction, Public Administration, and Community Mobilization for Rural Appraisal, ensuring that high-level policy translates into tangible impact for local communities.
Tapera holds an MSc in Public Policy and Development Management and a BSc (Hons) in Sociology, both from Zimbabwean institutions. His leadership is defined by a deep commitment to governance and political affairs management, driving the administrative excellence required to foster growth and stability across the province.
